I have worked professionally for 12 years primarily in one industry. All at small business (non corporate), small teams work directly for senior leadership type. Is it possible in these types of environments you can simply be too valuable as a ICP and not get promoted?

I currently work in a glorified SDR position "inside sales/business development" with 10+years experience and pursuing my MBA. At time of hire there was my understanding I would develop the inside sales function and create a and manage a department. Long story short they "promoted" me and reneged. Now I am being asked to share my professional aspirations and how I'd like my role to progress. Any suggestions on what to potentially include in high level growth plan? I want to be fairly generic in considering my lack of confidence in management potentially using this to hire and replace me or something similar. I am beginning to distribute my resume for anyone curious but for the time being I am here..
