Unfortunately, there's only so much you can do to actually inspire clients to implement the strategy you create for them. I've honestly found that the best way to provide clients with the most value is to offer a package that includes both strategy and implementation (even if you need to subcontract the implementation to another contractor), unless they already have an implementation team on hand. If that's the case, I would usually ask to be put in touch directly with the implementers to ensure that the strategy is implemented accordingly and oversee the project. It requires more work but it allows you to charge more and the client usually sees results faster as it "forces" them to implement the provided strategy immediately.
If this isn't an option, you could always set up follow-up accountability calls with your clients (30/60/90 days post strategy-completion) to provide additional value with the implementation process where they can ask any questions, etc.
