I have built cs function without it. You only need pro or enterprise subscription with marketing hub or sales hub. Only thing thats different is you dont have the workspace but you can do custom views on your company object
I have been using hubspot for cs teams for years. Built it for many customers as well. It really does work but it takes some work.
