Best Payment Gateways for Micro-SaaS in US and India

What's the best payment gateway options for a new micro-saas platforms? We're essentially looking for companies that offer global payment, fair transaction rates & high transaction conversion. Our primary market is US & India. Also, for a micro-saas does it make sense to register in US or in some other country? TIA 🙂
