In "early stage" / "starting out" you look at the customers/engagements you have, plus lay out hypothesis plus your gut feel. I recently ran an exercise of PMF to ICP for an enterprise AI customer of mine. The PMF spreadsheet listed the customers and their attributes (objective and subjective). This gave the founder a very clear picture of who to target next
