You can't track everything, especially at this point. Best thing you can do is address the "going quiet" outcome proactively with an agreed upon plan & update cadence. Not when you (the AE) will follow up but when the (buyer/champion) will provide meaningful updates. It's old school Sandler but the upfront social contract can help keep the comms open.

the proposal tracking signals you mentioned are spot on. biggest one I've found is whether new viewers show up who you didn't send it to — that's your champion selling internally for you. if the same one person opens it once and never comes back, that's usually a sign the deal is already dead and they're just being polite about it. the follow-up cadence Tyson mentioned works but I'd add: build the "what happens after I send this" into the call before you send it. "I'll send this over Thursday, want to sync briefly Monday to walk through any questions your team has?" gives you a natural next step without chasing.

I see this as an operational process issue, not a tracking issue. Consider
Rather than sending over the proposal, review it with them on a call.
Rather than using it the proposal as a proposal of work, use it as a confirmation of everything that's been agreed to.

Depends on the proposal, but I generally will send it with a calendar link for following up within the next 24-48 hours. My business is very fast paced so proposals sent today may not be valid in a week, and I communicate that in detail. I saw some great suggestions on this thread; I'd also add that sending them updates about your current offerings and successes can naturally help close the proposal. Example: I just won two clients speaking engagements at some prominent tech conferences. I lead with that when I’m following up-FOMO is real

20+ Senior Sales Trainer here. We've always taught enterprise reps that after the proposal goes out, stop tracking the proposal and start tracking the champion. The blunt truth is that most proposals don't die because the PDF wasn't compelling enough. They die because the person you sold to lacked the influence, confidence, or internal support to get it across the finish line. Proposal analytics can tell you what happened. They can't tell you whether your champion can actually get this bought.
