It's my opinion based on 15 years of watching certs be sold, especially to sales teams, that are largely based on common knowledge. I've never hired a rep because they were 'Sandler Certified'...I am not sure I'd hire someone because they are ROC Certified or Alliance Certified. They don't mean a thing unless you can show me how you apply your skills to produce outcomes...which can be done without spending $1300. Mentors, existing free resources, and entry-level experience will get you just as far, if not further.
