And because they are stuck in Innovator's Dilemma. They know the real problems and about what and how to automate. But they can't find time, resources or sanity to fix or automate it. It's like running on a hamster wheel.

One way to come out of this is to use political capital or credit balance to add 15% buffer bandwidth. Fix processes, automate stuff and make things self serve. Then one can breathe easy and improve output per person. I admit that it's easier said than done.
