Can anyone confirm if Linkedin Sales Navigator allows you to send more connection requests per week than premium or free account? Has anyone done a comparison?

You can send more with a Note with Sales Nav

LinkedIn sticks to a standard request limit every week, irrespective of the plan you choose. But yes, the LinkedIn request limit keeps increasing to a certain extent (250 is the highest cap)as you grow your network and become a reliable user.

Safer to send more, consistently, yes - but it doesn't have like a higher bank or anything. If you're going outbound highly suggest using an acct with Sales Nav.
