Seeking Recommendations for Cold Calling Agencies for Startups

I've got a client that wants to try a cold calling agency to set demos. Definitely not my area of expertise. Has anyone had success with one/want to provide recommendations? Client early stage startup is in the US that would be calling on insurance brokerages.
